Polski Fiat 126 body panel repair

So I start on repairing the bodywork on this rusty Polish Fiat 126 Maluch. I bought some sill repair panels and wheel arches last year and today I attempt to fit them.

First time using a flux core welder, how hard can it be?

And why can I not buy flat sheet steel in auto shops in Poland?
