"Fair Share" is the name given to the legislative initiative that claims to create more affordable housing in Connecticut, but critics say is does nothing of the sort and instead is the 2nd largest unfunded government mandate after education.

Here to explain the situation from his perspective is Joe DeLong, Executive Director of the Connecticut Conference of Municipalities (CCM). According to their site, "CCM is the state’s largest, nonpartisan organization of municipal leaders, representing towns and cities of all sizes from all corners of the state, with 168 member municipalities."
