This comprehensive study depicts a grim near-term scenario, with escalating downtown office vacancies and a significant shift in money flow as individuals and businesses retreat from the city center. The causes for these dramatic shifts, the report suggests, are deep-rooted issues like homelessness, rising crime rates, and an overall feeling of lawlessness, coupled with a changing work landscape spurred on by pandemic-induced remote work.

The departure of companies from the urban core and the subsequent rise in vacancy rates are two of the main trends the report outlines. A spike in vacancies downtown, notably among office and retail properties, is projected to persist, impacting the city's tax base significantly. These developments are not unique to Portland. In cities across the country, businesses are following the money, shifting their focus to suburban locations where their client base has relocated due to remote work.
