If you found the map as Jess, you are able to access this mission. She can be an option for this map, and I think I used her for the GBA version, but Eagle is a solid pick regardless. Basically, you have a very short timer to either get a Tcopter over to the enemy lab or smash everything. Since the pipes are in the way, I opt for the latter...
