The Flash has been developed over the course of three regimes, and it has been retooled as many times to reflect whatever was the longterm plan for DC on film at the time. All this retooling and reshaping has of course ballooned the budget to the point where tit will struggle to just to break even. Is the end result good enough that it can get there?
