Did a Chinese navy commander plotted an assassination attempt on a Chinese leader?

Back in November, 2014, an article titled "Zhang Dingfa's Assassination Attempt in the Yellow Sea" appeared online in China. 

According to the article, in early May of 2006, Hu Jintao inspected the North Sea Fleet and was on one of the PLA's most advanced guided missile destroyers.
