Toxic person Trying to DISTURBING Black People House BLATANTLY!

This Toxicity that i'm facing as minority in my neighborhood EVERY DAY: in front of my house:
1) make loud sound or shouting
2) making unnecessary problems
3) being told SEVERAL TIMES & still doing it
4) Recorded on home CCTV EVERY DAY & STILL have AUDACITY to make Troubles

*The audio being CUT because of the broadcast (maybe live i don't know but it's seems like live sport) on his smartphones, so i don't wanted to be Flaggged & Privacy a little (we talking in local language).
**In this Video i told him (NOT THE FIRST TIME, That was LONG LONG AGO) if you want to make a "FUSS" JUST doing it in your own house, i don't wanna dealing with troublemaker, you are caught RED HANDED in CCTV! EVERYDAY!
