The Virginia consumer protection investigators recommended after a yearlong inquiry that Pat Robertson be prosecuted for making deceptive appeals for donations to his international charity while the charity's airplanes were being used in a diamond mining venture in Africa.

Lawyers in Attorney General Mark Earley's office agreed Robertson had made false claims that the airplanes were involved in humanitarian efforts.

But they determined that the Virginia Beach-based religious broadcaster could not be successfully prosecuted because they uncovered no evidence that he intended to defraud donors. - D.P.
