D.E.W.? DIRECTED ENERGY WEAPON?

I was going through my video files and came across this one that I intended to share sometime in the past but it was somehow overlooked. I had it in a folder of videos that I have acquired online in various places on the internet and on the WWW (those ARE two separate things. The WWW is a portion of the internet) but where I found the videos there was no accompanying source information.

SO, what do you think? Directed energy weapon? If so, was the building tagged just before it was struck? In the clip that I slowed to 10% you can clearly see a flash on the corner of the building just before the beam appears. To be honest, I cannot tell if the source of the beam is up in the sky or on the building. It all happens so quickly, and the video quality is poor. I apologize for that. I cleaned it up as well as I can, but I don't have the best software for that sort of thing. I did my best.

Put on the whole armor of God, then stand and pray fervently in the Spirit.
