Colonel Muammar Gaddafi, the Libyan head of state, arrived in Niamey to begin a four-day visit to Niger - one of the countries that has suffered most from the drought of the Sahelian region of West Africa. It was the final stop in his tour of four Islamic African countries.

During his visit, behind the scenes negotiations culminated in the signing of a co-operation agreement between the two countries. The agreement created three joint companies: one to develop land for agriculture; one to develop animal husbandry; and one to co-ordinary agricultural and livestock production. In addition, Libya agreed to finance the introduction of Arabic teaching in Niger's schools and the construction of a radio station to be know as 'the Voice of Islam.
