Did Gary Expect the Role of the Dungeon Master Role to Remain with the Same Person in Each Group?

I decided to reread my AD&D 1e DMG, and Gary Gygax's words in the preface got me thinking: "What follows herein is strictly for the eyes of you, the campaign referee - As this book is the exclusive precinct of the DM, you must view any non-DM player possessing it as something less than worthy of honorable death."

Was it really intended that just the DM in each group would purchase the DMG, or was this a marketing ploy to get players to want to own "the forbidden fruit"?
