Poway is one of the few cities in San Diego County without term limits. Why is that? Poway has had a history of politicians serving over 20 years. In fact, Dave Grosch campaigned for term limits and won a seat on the council, only to flip flop and walk away from term limits. Can incumbents get too comfortable?
