Carlsbad Bans Gay Pride Flag

LGBTQ activists were upset with Carlsbad City Council's decision to not fly the Gay Pride Flag on city buildings. They had the same debate in La Mesa, but La Mesa agreed to fly the flag. Does this setup a precedent for more commemorative flags? Or does the American flag already protect the life, liberty, and pursuit of happiness of those in the LGBTQ community?
