took me this long to find it - Jovan had mentioned - France can count entire countries elections in one night - but even then paper only has a hack... their law states NO damaged ballots will be counted
So you get ballots that are pre torn/damaged ... and your ballot will not be counted (individual ballot/paper per candidate, not long ass ballots like we have w multiple people)
