The event was held in Madina do Boe, a tiny village in the swampy hinterland of the country where PAIGC, the African Party for the Independence of Guinea-Bissau and the Cape Verde Islands, made the declaration the previous year. Madina do Boe, which is situated near the border with Guinea-Conakry, was intended to serve as the capital before moving it to Bissau, the traditional centre of administration.

Present at the celebration were Luis Cabral, first President of Guinea-Bissau and brother of the assasinated PAIGC leader Amilcar Cabral; Aristede Pereira, PAIGC Secretary-General; Eteki M'Boumoua, the Secretary-General of the Organisation of African Unity (OAU), and the Portuguese Overseas Territory Minister, Dr. Antonio de Almeida Santos.

Hundreds of delegates from Africa, the Soviet Union and The People's Republic of China watched the event.
