The FEAR that there were Russian civilians in the basements because the Ukrainians had forced civilians into these basements. Remember that these people that was living in Eastern Ukraine were really Russians ans Ukraine always had trouble with the Russian citizens there during the war... letting the Russians know what Ukrainians were doing.
