He told the Third African Regional Conference of the ILO that he had not contemplated the mass movement of aliens because many foreigners had misinterpreted the law and had panicked into leaving the country.
He also said that camps had been set up outside of Accra to provide food and shelter for those aliens who were either heading out of the country or regularising their papers.
However, he defended the expulsions by saying that over "90 per cent of the prison population and known criminals" were aliens. Most of the 100,000 expelled were Nigerians.
