The states with the best economic conditions, ranked according to ALEC's 15 metrics, including a state's overall tax burden, number of public employees, state debt, minimum wage, and average workers' compensation costs. Coming as a surprise to no one, New York ranked last. Vermont, Minnesota, New Jersey, Illinois, and California all ranked in the bottom 10. Nevada, Florida, North Dakota, and Indiana ranked in the top 10. Third place is Arizona, preceded by North Carolina in second place. The state with the best economic conditions is Utah.
