How is this guy still walking free?

This man was already arrested and some how wasn't allowed to be anything health care for 5 years arrested 2017 by Pennsylvania state attorney generals office 2021 he bought timber ridge nursing home in luzerne county Pennsylvania and did the same thing just inside of 3 residents dying horrible deaths he caused 60 deaths during the emergency..
His actions of neglect and abuse making budget cut so bad the employees had hard time finding bandaids
