I'm sure I missed a ton of things, but I figure this is a good start
things I thought of just now were abolishing hate speech legislation, making sure parliament/congress is the only one able to declare war, and forcing banks to contain 50% of the cash they say they have on site
foreign policy should be mostly focused on maintaining mutually beneficial trade agreements with individual nations that are friendly (not the communists in china starve them out), negotiations for trade must be done in the public eye
war declarations must be done publicly and no privacy for the reasons for the decision, costs should be outlined as well as perceived benefits
