Former Marine Daniel Penny was formally charged w 2nd Manslaughter today for the death of Jordan Neely...The incident occurred on a subway when Neely who had an arrest record of 44 times including an assault charge on a senior & a warrant out for his arrest...Went on a an tirade, when Penny & 2 others subdued Neely.
