Federal government can’t ban handgun sales for 18- to 20-year-olds, Virginia judge rules

U.S. District Court Judge Robert Payne in Richmond, Virginia ruled that the federal government cannot bar licensed dealers from selling handguns to 18- to 20-year-old men. Payne said firearm restrictions to this age group would impose limitations on the Second Amendment that do not exist with other constitutional guarantees.
