Off Duty Delta, Colorado Police Officer uses her position as a police officer to avoid arrest.

On the morning of October 30, 2021 off-duty Delta Police Officer Kali Henderson was a suspect in an altercation in Montrose, CO. When Montrose police officers arrived at the scene where the victim was located they could not find Kali. The victim called Kali and she stated that out of fear of getting in trouble Kali was not willing to let the Montrose officers know her location. For an hour Montrose officers searched for an intoxicated Kali. Kali was finally located at a friends house. When Montrose Officer Gehm went into the house to talk to Kali she was uncooperative and combative towards Officer Gehm. At 17:59 in the body camera video Kali becomes so verbally aggressive towards Officer Gehm that he tells Kail that she is threating him. Kali violates numerous Delta Police Department Policies, Delta Personnel Regulations, and commits several misdemeanors and at least two felonies. As of 5 May 2023 Officer Kali Henderson has yet to receive any form of punishment for her actions. If this was a citizen who acted this way they would have been arrested and charged immediately, yet Kali is still on patrol with the Delta Colorado Police Department. The following is an exert from a report titled "Addressing Police Corruption on the Western Slope" that was submitted to the Colorado Attorney General's Office, Colorado Police Officer Standards and Training Board, and the 7th Judicial District Attorney's Office in January of 2023. As of 5 May 2023 none of these offices have responded to the report. Enjoy!

00:00:53 Officer Gehm walks up and starts talking to William Amrine a witness to the altercation between Daryle, Kali, and Rhiannon.
00:1:40 William tells Officer Gehm that he was driving by when he saw a male and two girls arguing. When he stopped and got out of his vehicle everyone was walking away from each other. William says the girls yelled at William to “beat his ass. Beat his ass” referring to Daryle. William states that Daryle says one of the girls is a cop.
This a violation of Colorado Revised Statutes Title 18. Criminal Code § 18-11-202. Inciting destruction of life or property. “Every person who, in this state, either orally or by writing, printing, exhibiting, or circulating written or printed words or pictures, shall advocate, teach, incite, propose, aid, abet, encourage, or advise the unlawful injury or destruction of private or public property by the use of physical force, violence, or bodily injury, or the unlawful injury by the use of physical force or violence of any person, or the unlawful taking of human life, as a policy or course of conduct, under circumstances constituting a clear and present danger that violent action will result therefrom, commits a class 6 felony.”

00:05:33 Officer Gehm asks Officer Lamphere if he knows Kali. Officer Lamphere responds that he does know her and worked with her ex-husband at the jail.
00:05:54 Officer Gehm enters Taysia Darnell’s House and starts talking to Kali.
00:06:27 Officer Gehm explains to Kali what they know thus far in the investigation.
00:07:10 Officer Gehm tells Kali that he does not really understand and asks her to help him understand what is going on.
00:07:26 Kali states “I don’t quite get it either. I left because obviously I don’t want to get in trouble. Um but no I didn’t see anyone hit anyone or anything.”
Even though Kali is in a very intoxicated state she is still making calculated decisions about her answers. Kali knows that she is in violation of several of the Standards of Conduct that begins on page 160 of the Delta Police Department Policy Manual. It is also reasonable to expect Kali to know she is hindering an investigation. A violation of “2016 Colorado Revised Statutes. Title 18 - Criminal Code. Article 8 - Offenses - Governmental Operations. Part 1 - Obstruction of Public Justice. § 18-8-104.”

False reporting to authorities “(c) He or she makes a report or knowingly causes the transmission of a report to law enforcement authorities pretending to furnish information relating to an offense or other incident within their official concern when he or she knows that he or she has no such information or knows that the information is false (2) False reporting to authorities is a class 3 misdemeanor; except that if it is committed in violation of paragraph (a) of subsection (1) of this section and committed during the commission of another criminal offense, it is a class 2 misdemeanor.”

Kali violates 321.5.5 Ethics (a) page 162 of the Delta Police Department Policy Manual. “Using or disclosing one’s status as a member of the Delta Police Department in any way that could reasonably be perceived as an attempt to gain influence or authority for non-department business or activity.” This will not be the last time Kali will mention that she is a police officer.
00:08:00 Officer Gehm asks Kali “does that mean you are not allowed to be there?” Kali responds “I feel like I can’t no.”
Kali knows that there is not a policy against going out and drinking. However, Kali knows that her actions while out drinking are in violation of Delta Police Department Policy and if the Delta Police Department follows their policy manual, then she should be reprimanded.
00:08:11 Officer Gehm asks Kali “once you knew that we know you were there. I guess I really don’t understand your unwillingness to tell us where you were at and tell us what happened. Rhiannon says you were standing there the while time. You saw what happened.”
00:08:25 Kali makes an inaudible sentence then pauses to formulate an answer and then says, “I’m sorry.”
00:08:28 Officer Gehm says, “yeah, I was asking your friend, who was talking to you on the phone right after I got there, um Chasey is that right. She came to give you and Rhiannon a ride. Okay and she kind of got there the same time we did. So, while medics were checking out Rhiannon, I was talking with her [Chasey] and she had you on the phone and I was asking her to ask you where you were at. So, we could talk to you or ask if you would talk to me on the phone. She could not get a location for where you were at, and I asked if I could talk to you. She said you didn’t want to talk to me.”

00:09:08 Officer Gehm says “okay. I am just wondering why you didn’t want to…Once you knew police were involved and that we knew you were there, and I was asking if I could talk with you why you didn’t want to talk to me?”

So, what the information that I have so far, and I haven’t talked to everybody, but that you and Rhiannon were at a bar um Town Hall Right?” Kali sound dismissive “umhm.” Officer Gehm “Daryle happened to be there.” Kali “umhm.” Officer Gehm “and what I was told is that you guys started to get into a disagreement and that you and Rhiannon left. Daryle followed the two of you and there was an altercation and at that point Daryle left, you left, and she called 911.” Kali “uh yeah. So, um what happened was. Was. So, he showed up right and we left um he “pauses” he didn’t leave at the same time um we left at a certain time and then um she called 911. I don’t remember why she called 911. I don’t remember um we kind of left and she was on dispatch. Does that make sense? No of course not.” Pause. Kali “laughs”.

According to other witnesses and text messages Daryle shows Officer Imhof where Kali text him to come get her, Kali is clearly lying to Officer Gehm about her involvement with Daryle. She knows that her involvement with Daryle puts her in violation of 321.5.4 Relationships (e) page 162 of the Delta Police Department Policy Manual. “Associating on a personal, rather than official basis with persons who demonstrate recurring involvement in serious violations of state or federal laws after the member knows, or reasonably should know of such criminal activities, except as specifically directed and authorized by this department.”

Um okay you want his name?” Officer Gehm “you can just tell me what happened. I don’t need his name right now.” Kali “um I was talking to this Hispanic dude. Um and then we left. Um and then Rhiannon was on the phone with 911 and that was what happened.” Officer Gehm “you see how there is a whole lot missing from it right?” Kali interrupts “I. Dude, I know. I know. I work the whole fucking thing. Um “laughs”” pauses. Officer Gehm “why is it that there is so much missing from your story Kali?”
This is one of the most important conversations of all the videos. Officer Gehm calls Kali out on her untruthfulness. At this point Kali’s demeanor changes after being called out. She becomes argumentative and disrespectful.

I’m asking what is on your phone that is going to explain this. Kali “um.” Kali’s iPhone locator alarm goes off. Officer Gehm “okay I want you to leave it there. We don’t need to see your phone.” Taysia Darnell asks Kali if she wants her phone. Officer Gehm says “ma’am please leave it there. Kali, I don’t need to see your phone for any reason. I just asked you how you got here.” Kali “I don’t fuckin know where like how did I get here.”
During her conversation with Sgt. Jones {video 5} Kali states that she was walking down Nevada, yet here she does not know how she “got here”. The fact she can identify the exact street she was walking down yet she does not know how she got to Taysia’s house shows she is omitting evidence to protect Daryle since he admitted to picking her up after drinking and bringing her to the house. Daryle also admits to not having a drivers license in one of the videos.

Kali.” Officer Gehm cuts Kali off “That doesn’t have anything to do with this. Officer Gehm states “Kali, you’re threatening me.” I’m not treating you in any negative manner. I’m asking you very straight forward questions.” Kali “You’re treating me like a fuckin criminal. I’m not appreciating that.” Officer Gehm “You’re a subject in an investigation and you ran away from the situation and refused to comply with my request to speak with me. And now you’re arguing with me and it’s just going downhill from there. And I really don’t think that’s doing you any favors. And I don’t want to lead you down that path. That’s why I said if you don’t want to tell me what happened just say it.” As Officer Gehm is speaking Kali is making sarcastic comments in a manner reminiscent of a teenage girl getting reprimanded by her parents. Kali’s behavior is disrespectful and dismissive towards Officer Gehm’s authority as an investigating police officer.
