— Once Trump authorized, Chris Miller’s Memo on 01.04.2021, he wrote to Sec of Army “delegating Sec of Army the authority to act immediately when upon a request for National Guard.
• Under the law, the requesting authority dictates the parameters of the use of the Nat. Guard.
— Mayor Bowser determined that National Guard could not have batons, Riot Gear etc..
— Instead of proactively calling the Nat Guard, Bowser waited until the last minute, knowing it would take time to mobilize. They banked on chaos.
