Met Police Shoot and Kill Two Dogs - Was it Necessary?

The UKs Metropolitan Police shot and killed two dogs, and tasered the owner in the Tower Hamlets Borough of London.

Context is of course important. The brief back story is that the dog or dogs attacked a female member of the public, but to what extent is not clear, nor is the identity or sighting of the victim.

Was the response from the police justified? From this footage, it seems totally disproportionate.
