I do not know torque specs for the part. You can just snug the bolt on and then do a quarter turn to tighten.

Friend calls and says his 2008 XC90 sounds like it has a drivebelt squeal noise. So I went there and sprayed some WD40 on the belts to see if noise goes away. The squeal noise was still there.
I told him I will do some research on the internet and find out what the problem could be.

For 2 hours been researching and found out it could be the oil trap. Texted my friend about it and he then researched it. So if you remove the oil cap or dip stick and the noise goes away. The problem is the OIL TRAP.

He tried it on his car. And confirmed it's the OIL TRAP.
Parts person at Volvo dealer says, there is not many independent shop mechanics can diagnose that problem and that he was very surprised. The part cost close to $200.

Well, all I can say is, research and you will find. The internet is the best source to find answers on cars.
