If the problem still exists when you replaced the resistor. The blower motor relay could be possibly bad. Relay is located at the fuse block on driver-side, remove plastic door on top of hood release latch.
Switch relay with another relay and see if it works.

Since my car manual did not show a way to test the resistor, I decided to replace the resistor and that fixed the problem.
