Blacklisted in Vietnam? -- forced out during pandemic?

Vietnam is getting quite a reputation for its visa policies and other rules that are bad for foreign workers. Everything has gotten harder. Visas, TRC's, banking ... all harder. If they don't wan't us there, why not just say so and only have tourist visas.
