Man punches lady in front of Mayor Adams

This situation occurred during Earth Day in New York City and they're Adams was wanting a press conference.
As much as I dislike people that litter, I'm not sure this was the right punishment, or do I???
This was at the New York City Earth Day event. People like this need either help or be taken off the streets and put in jail. It's not right for these people to be around law abiding citizens who just want to live in peace.
