Together with the construction of Manggarai Station and a number of other buildings, the area of Meester Cornelis was developed from a swampy farming area into a suburb of Batavia. Controlling the water upstream became important as the low-lying areas of Batavia kept flooding. This huge water gate in the Ciliwung river at Manggarai was an important part of the development of the area.
