In Wales, the Private Rented Sector (PRS) is the second largest housing sector, accounting for around 15% of all households. Due to the significant role that the PRS plays in housing provision, Welsh Government has introduced a revised contract for tenancies in the sector, to ensure that tenants enjoy greater rights and security.

The new tenancy agreement in Wales, known as the 'Model Contract', was introduced as part of the Renting Homes (Wales) Act 2016. This contract is designed to make renting more transparent and secure for all parties involved, whether they are landlords or tenants.

One of the main features of the Model Contract is that it replaces the existing ‘Assured Shorthold Tenancy’ (AST) agreement with a ‘Standard Occupation Contract’ (SOC). The Model Contract provides a standardised tenancy agreement that all new tenants in Wales must sign. This ensures that all parties have a clear understanding of their rights and responsibilities in a rental agreement.

Under the new tenancy agreement, tenants will have greater flexibility and security than they did under the previous ASTs. The Model Contract will offer a minimum term of 12 months, which provides tenants with greater security and stability in their accommodation. Landlords will also need to give a minimum of six months' notice for a no-fault eviction, providing tenants with more time to prepare for changes in their housing situation.

Furthermore, the Model Contract will simplify and standardise the language of tenancy agreements, making them easier to understand for both landlords and tenants alike. This will help to reduce the potential for disputes between the two parties, and provide greater clarity when it comes to rental obligations, such as the payment of bills and the keeping of pets.

The new tenancy agreement also provides greater protection for tenants against illegal eviction and harassment. This includes measures to prevent landlords from seeking revenge evictions, where tenants have raised legitimate concerns about their property, such as issues with maintenance or repair work.

In conclusion, the introduction of the Model Contract in Wales is an important development in the PRS, aimed at providing tenants with greater security, transparency, and protection. By standardising tenancy agreements and establishing clear expectations for both landlords and tenants, the Model Contract ensures that the rental process is fair, efficient, and beneficial for all parties involved.
