Raul began his law enforcement career in 1967 when he began working as an intern for the Miami Beach Police Department. Eventually, Raul began working as an officer for the Miami Beach Police Department. In 1971, he began working for the Miami-Dade Police Department. While working for the Miami-Dade Police Department Raul began as a patrol officer but was quickly transferred to the Organized Crime Bureau and worked in the U.S. Customs Task Force. He later began working in the Narcotics Section of the Organized Crime Bureau where he worked undercover. From 1973-1977, Raul worked in the Counter Terrorism Unit where he worked every bombing and political homicide in Miami. In 1977, he has promoted to sergeant where he worked patrol for 7 months and was then transferred to a new Vice, Intelligence, and Narcotics Unit. It should be noted that in 1979, there was almost one drug killing per day, and by 1981, there were 621 drug-related killings. Finally, Raul worked as a Homicide Detective before he resigned in 1983.
After resigning from the police department Raul created a private investigations group called ICDA and has worked on hundreds of cases including one involving Barry Seal. Many will know the story of Barry Seal portrayed by Tom Cruise in the movie "American Made" produced by Brian Grazer.
