Another man “volunteered”.

I have been trying to research exactly how this process works. That is, what department or branch do these “recruiters” work for.
Are they SBU? Are they national guard?

Unfortunately western media and search algorithms have not been helpful.

After much time and some phone calls, I do finally have somewhat of an answer.

Much of these people work for no one at all. These are the same people who snapped up rifles handed out by Zelensky and then declared themselves “territorial defense” forces.
They may wear a uniform, but it was never issued to them.

“Volunteers” who volunteer others to die at the front.

They are of course not fully autonomous - they intersect with the Ukrainian national guard (the body which encompasses the likes of Kraken, Azov, Dnepro-1, etc) and deliver the “volunteer” to them.

But if one were to file a report say, the official response would be, “We have no idea who that person is.”, because these thugs in uniform are not employed by any branch of government in Ukraine

The process is arbitrary, extrajudicial, and all but random.
