Question: Who will decide upon the formulation and specification of the base layer rules, those rules that sit at the core and later on enable the formulation and changing of subsequent rules?
(Similar to the fundamental rules of robotics etc..)
Answer: It doesn’t make sense for us to put on the table a system for decentralized development and also set its rules. So we intend to put only the very minimum. And the first users will have a big role in shaping what the system will be like in the short term and will also impact the long term.
