There are rules the council themselves are to follow, no eye rolling, smirking, laughing etc. while a citizen is speaking, yet Michele Barnard Pines Seat 5 repeatedly does so to the point of looking like an arrogant ass. In this video, I show clips of her inappropriate actions and talk about the actual constitutional rights the public has when addressing the council (the Mayor forgets those rights when he all but orders the citizens to not speak ill of the council during public comments).
