Photographers picked up the memo, prepared by aides, that carried instructions on how to answer questions that reporters had provided in advance.

This is not the first time Biden has been caught using cheat sheets. The notes included instructions on when to sit and take photos, specific attendees to speak with, and thank, and how to answer questions about Ukraine, NATO, and regime change. Biden's repeated use of cue cards has sparked concerns about his well-being and health. These slips have led to criticism that he has rarely allowed himself to be grilled by the media since taking office in January 2021. Former President Donald Trump, by contrast, regularly appeared at White House press briefings to field questions himself.
