A man was JAILED FOR 35TH TIME after stealing a truck and driving in the wrong lane, against traffic, in Ramsey County, MN, on Tuesday. The Ramsey County Sheriff's Office said in a statement, "Yonas Abay knows his way around the Ramsey County jail."
