Because the meeting of the Mexican Cartel is taking place in a public area, you will need to sneak into it. To begin, exit the alley and follow Laswell to the location of the meeting. While following Laswell you'll need to go through an extension protected by 2 Mexican Cartel troopers. You should hang tight for them to separate and afterward bring one of them down utilizing the needle given to you by Laswell.
