Arrests were made on Monday after police clashed with sympathizers of Jose Antonio Primo de Rivera, founder of Spain's fascist Falange movement that supported the Francoist regime. His body was exhumed from a mausoleum near Madrid as part of a plan to convert the complex into a memorial to the 500,000 people killed during Spain's 1936 to 1939 civil war. Edward Baran reports.
