Russia jailing Americans is 'action of a terrorist state' -Whelan's sister

Elizabeth Whelan, the sister of Paul Whelan - a former U.S. Marine serving a 16-year sentence in a Russian prison and designated by Washington as "wrongfully detained" - spoke to reporters on Monday (April 24) before a UN Security Council meeting with Russian Foreign Minister Sergei Lavrov. Whelan said Russia "arbitrarily" detaining American citizens "is not the work of a mature and responsible nation. It is the action of a terrorist state."
