Housing Association Said It Was Fine

Our property is owned by a housing association and I asked them to relevel our patio due to it dropping and unsafe. They took photos and said it was safe and there was no issues. However I pulled up the slabs and it turns out there is no sand there at all, so it's dipping into the mud. I've now temporarily levelled it but the sand has gone in some places.
