SDGE Rates based on income? Is this to help the poor or protect San Diego Gas & Electric's profit?

San Diego Gas & Electric wants to bas their flat fee rates on your household income. Never mind the fact of how they can access your personal financial data, is this really a plan to help the poor? I think it is a scheme to charge solar customers a higher flat rate to connect to the grid. It's a way to preserve SDG&E's revenue and profit in the face of customers escaping to solar energy.
