Did Welfare Ruin the Black Family or Did Black Culture?

For years we have heard about the Welfare State destroying the Black Family.

We were told that the Black woman was incentivized by welfare to kick the Black man out of the home.

Is this true?

Every state that participated in the Welfare act for children were allowed to create their own rules of eligibility.

Many states adopted the "MAN IN THE HOUSE" Rule which stated the presence of a Man would disqualify one from being on welfare.

Was this common sense since the Man was the breadwinner and welfare would not be needed?

Upon studying Black Demographics, the marriage rates for Black Women did not decrease drastically until 1990 way beyond the timeline of civil rights and civil injustices!

Could the culture of the 90's which saw the emergence of Gangster Rap along with Drug use be the cause of martial demise?
