River siphons installed in Bakersfield to help manage meltwater

Large black tubes are being installed in the Kern River just off Coffee Road in Bakersfield. They're siphon tubes, and they're part of the preparations being made for what's likely to be an epic snowmelt. 23ABC's Corey O'Leary spoke with the Kern River Water Master about what the county water association hopes to achieve.
