Can God Anoint a Non-Christian Leader?

God did a wonder on my preconceived theology when He started speaking to me about Donald Trump being anointed to be President. The Bible says that God anointed Cyrus to lead Israel even though Cyrus did not know God. It makes you wonder how many other people throughout history God used to spoil the plans of Satan.
