Oklahomans held a 168-second moment of silence during a ceremony Wednesday on the 28th anniversary of the Oklahoma City bombing. Governor Kevin Stitt also ordered all American and Oklahoman flags on state property to be lowered to half-staff. On April 19, 1995, a rental truck ladened with explosives detonated outside the Alfred P. Murrah Federal Building in Oklahoma City, killing 168 people.
