Why Would Business Tax Credits Work If Maine has the Third Highest Tax Rate?

Senate President Troy Jackson is proposing a bill that would give tax credits to big biotech companies in order to attract them to Maine. In response to his testimony, Representative Shelley Rudnicki questions if this will actually work, given that Maine has the third highest tax burden in the nation.
