Moff Gideon's new Mandalorian armored suit is a phase 3 Dark Trooper suit. I believe he took measures into his own hands after Luke Skywalker's return in the mandalorian season 2 finale. I also believe Gideon has a tie in with Darth Maul and the Armorer.
