Bill Chalker nasceu em Grafton, New South Wales, Austrália, em 1952. Ele estudou na University of New England, graduando-se em química e matemática.

É coordenador do UFO Investigation Center (UFOIC) com sede em Sydney, Austrália e do Anomaly Physical Evidence Group (APEG). Foi membro da MUFON de 1976 a 1993.

Autor de "The OZ Files - the Australian UFO Story" (1996), "Hair of the Alien - DNA and other forensic Evidence of Alien Abduction" (2005) e ""UFO History Keys - Examining the UFO controversy from a historical perspective” (2011). Foi um dos colaboradores das três edições da “The UFO Encyclopedia” (2019) de Jerome Clark.
