The Complaint is about the conduct of RCMP Member: Conrad Erbes / Constable -- Kelowna / E
DETAILS:
I would like to report a series of unprofessional conduct including neglect of duty, intimidation and threats by ERBES on Jan. 29 & Dec. 14, 2022
Note: I've repeatedly tried to contact Erbes Supr, Staff Sgt ABELS to get an RCMP investigation into ERBES conduct. Thus far I've not received a suitable response
-I was threatened and detained by ERBES from 8:06pm till 11:02pm in regards to a verbal ‘parking warning’ to not camp overnight - requested by Commissionaire S. WRAITH
-WRAITH established the “parking warning” on video: “Hey all I wanted was somebody to tell you, you can’t camp here overnight. That’s all I wanted.”
-There was no complaint
-At 8:06pm ERBES said “Ok, do you have your ID?”
I replied “I don’t need to give you ID”
ERBES “Ok, in that case I'll be towing your car”
-I spoke with ERBES thru the window as I thought things could go worse for me if I didn’t speak to him
-ERBES had a toque & full-face covering, that only revealed his eyes. He had no ID on his vest
-ERBES threatened to also give me MVA/MVAR tickets if I don’t step outside and ID
-I asked for ERBES ID, he refused saying I will give you my ID when you step outside and meet me on the sidewalk.
-ERBES got Bylaw HARTMAN to attend, and had HARTMAN ask for my ID, threatening to tow my vehicle if not moved by 9pm
-HARTMAN in collusion with ERBES issued a fraudulent ‘Bylaw ticket-Overnight Abode 4.1.2(W)’ used as reason to tow my legally parked TruckCamper. Note: Bylaw Supr, Sgt. Scott reviewed and cancelled the Bylaw ticket
-ERBES used all resources at his disposal to escalate the situation
-I called RCMP at 8:38pm and requested a watch commander attend immediately for my safety
-9:26pm ERBES had the tow truck hook up my vehicle, with me in the camper
-CPL HALL called at 9:45pm. I gave him a synopsis stating I was being detained over a parking warning and how scary the situation had become with ERBES, plus 4 Security, and 2 Bylaw knocking on windows, doors, yelling and shaking the camper. I was absolutely terrified. HALL said he be down in 5 minutes.
- HALL mediated the conversation, told ERBES I didn’t have to identify as I was in the “camper portion, and not the truck”
-I asked ERBES “What’s the complaint?”
HALL “He’s entitled to know what it is”
ERBES “You’re parked here, you’re un-welcome here”
-ERBES issued AJ24625678 ticket
70(1)(b) Refuse to provide Driver’s License
3.011(a) Fail to display front plate
4.20(2) No Red Flag
-HALL had the tow truck unhook, RCMP paid the $350 Tow bill
-The entire 3-hour ordeal is recorded on video
-ERBES also disrupted my process to appeal by crossing out 70(1)(b) in Blue Pen on my ticket copy, while he kept it on his copy

I said “Not guilty”
ERBES “I thought you would say that. In that case, I'm serving you additional tickets. You have been served”

-ERBES handed the new ticket with a ‘Personal Notice of Threat’ five minutes before trial with an intent to intimidate or threaten me as the Defendant & Witness. Note: while acting in Official Police Capacity
-ERBES “Cease and Desist Notice Letter” was threating monetary compensation for my Jan. 29 video evidence published on Youtube
-ERBES demonstrated unprofessional conduct in a particularly vindictive manner

The Public Complaint Process:
As specified in the Royal Canadian Mounted Police Act, a copy of your complaint has been sent to the RCMP. An investigator will be assigned to your complaint and you may be asked to provide additional information and/or a statement to assist with the investigation.
The RCMP is required to notify you of the status of its investigation within 45 days of receiving your complaint from the Commission and must continue to send you monthly updates until its investigation has been completed.
At the conclusion of the investigation, the RCMP will provide you with a report (typically a letter), which will include:
-a summary of your complaint,
-the findings of the RCMP's investigation,
-an explanation of any action that the RCMP has taken or will be taking; and
-information about your right to refer your complaint to the Commission for review...
